What is 7 times greater than 3?

Let's assume the answer = 21 (since 7 x 3 = 21). Then shouldn't this statement be true?:

21 is greater than 7 x 3.

But that is not true. 21 is not greater than 7 x 3. It is the same!

To make it greater, we could make make a formula like (a+1)b where a=7 and b=3 to get this answer:

(7 + 1) x 3 = 24

But if that is the case, why not simply say "What is 8 times 3?" instead of saying "times greater than?"
