What is 4 times greater than 7?

Let's assume the answer = 28 (since 4 x 7 = 28). Then shouldn't this statement be true?:
28 is greater than 4 x 7.
But that is not true. 28 is not greater than 4 x 7. It is the same!
To make it greater, we could make make a formula like (a+1)b where a=4 and b=7 to get this answer:
(4 + 1) x 7 = 35
But if that is the case, why not simply say "What is 5 times 7?" instead of saying "times greater than?"
