What is 31 times greater than 13?

Let's assume the answer = 403 (since 31 x 13 = 403). Then shouldn't this statement be true?:

403 is greater than 31 x 13.

But that is not true. 403 is not greater than 31 x 13. It is the same!

To make it greater, we could make make a formula like (a+1)b where a=31 and b=13 to get this answer:

(31 + 1) x 13 = 416

But if that is the case, why not simply say "What is 32 times 13?" instead of saying "times greater than?"
