What is 21 times greater than 19?

Let's assume the answer = 399 (since 21 x 19 = 399). Then shouldn't this statement be true?:

399 is greater than 21 x 19.

But that is not true. 399 is not greater than 21 x 19. It is the same!

To make it greater, we could make make a formula like (a+1)b where a=21 and b=19 to get this answer:

(21 + 1) x 19 = 418

But if that is the case, why not simply say "What is 22 times 19?" instead of saying "times greater than?"
